Verdicts and reasons

Rule zero: a claim is verified only when a primary source answered, every checked field matched, and evidence was captured. Anything less is one of the other four verdicts with a reason.

Verdict	Meaning
`verified`	A primary source confirmed every checked field. Evidence attached.
`discrepancy`	The source answered and at least one field differs (name, type, status, expiration, dates). Field checks show claimed vs found.
`not_found`	The source answered and has no such record. Evidence of the empty search is attached.
`unable_to_verify`	No source could answer. Always carries a reason.
`pending`	Still working: outreach, a slow source, or an async partner.

Roll-up across sources

Any primary source ok + discrepancy → discrepancy
Else any primary source ok + verified → verified
Else anything pending → pending
Else every answering primary source not_found → not_found
Else unable_to_verify with the most specific reason

Corroborating sources (for example licenses listed in the NPI registry) are shown but never decide a claim.

Reasons for unable_to_verify

Reason	Meaning
`no_coverage`	No source covers this state, profession or issuer yet.
`source_not_built`	The board is in our catalog but the connector is not live. Check /v1/coverage.
`source_error`	The source returned an error.
`source_timeout`	The source did not answer within the deadline.
`source_degraded`	Our nightly canary is failing for this source; it is paused until fixed.
`source_stale`	A dataset is older than its maximum age. Never reported as clear.
`ambiguous_match`	More than one person matched and nothing disambiguates. Candidates are in record.candidates.
`insufficient_identifiers`	The source needs a license number or date of birth you did not send.
`employer_policy`	The employer refuses to verify.
`employer_uses_third_party`	The employer verifies only through a vendor; set allowPaidThirdParty to route there.
`employer_closed`	Dissolved with no successor.
`employer_not_found`	The organization could not be found in any independent source.
`no_response`	The outreach deadline passed.
`cancelled`	Cancelled by you.
